7. 1. やさしい日本語とコミュニティソーシャルワーク

門美由紀さん（立教大学兼任講師）

外国につながる方たちへの／との相談・支援を行うときに「やさしい日本語」が必要とされる理由、大切なポイントを学びます。また、外国人住民が地域での生活で出会う様々な「壁」とその背景をお話します。地域での支援のアイデアを考えるヒントとして「コミュニティ」を意識した支援の大切さを、事例を通して考えましょう。

1. 2. ケースワークの基礎

村松紀子さん（スペイン語通訳相談員・社会福祉士・医療通訳研究会（MEDINT）代表）

この講義では、相談者が持っている力を引き出し、自分で決めて前へ進んでいけるように、一緒に伴走していくための相談技術について紹介します。相談を通して、外国にルーツのある人たちも、自分を大切にしながら、幸せに暮らせるように、問題を解決し、誰もがひとりぼっちにならない社会を作ります。

1. 3. 在留資格制度の基礎

張正翼さん（行政書士、多文化共生センター東京・監事、移住連理事）

外国人にとって在留資格は日本にいるために必要なもので、外国人相談においても基本の知識となります。この講義では相談事例を通じて在留資格の種類、在留手続きの種類などの基本的な知識、問題解決をするために必要な申請書類等の調べ方、専門家や相談機関へのつなげ方についてお話します。

1. 4. 医療

沢田貴志さん（港町診療所所長、シェア＝国際保健協力市民の会理事）

外国人の相談窓口にいる方が受けることが予測される医療の相談に関わる基礎知識の解説をします。日本の医療機関のかかり方、ことばの壁の現状と可能な対策、医療の基礎知識の勉強方法、医療制度や医療費問題の基礎と対応についてなどを含めています。

1. 5. 社会保障

大川昭博さん（移住連共同代表理事）

社会保障は、人が人として、希望をもって生きていくために欠かせないサービスです。

くらしに大切なものですが、複雑で、わかりにくい、在留資格(ビザ)によっては、つかえない、つかいにくいときもあります。

この講義では、くらしに役立つ社会保障の「つかいかた」を、実態に沿って、できるだけわかりやすくお伝えします。

1. 6. 税金

張正翼さん（行政書士、多文化共生センター東京・監事、移住連理事）

日本で暮らす外国人は日本人と同様に様々な種類の税金を払っています。税金にはたくさんの種類があり複雑ですが、何も知らないでいるととても高くなってしまうこともあります。さらに近年は入管もビザの更新申請や永住申請でも税金の納付状況を厳しくチェックする傾向にあるので、この講義では在留資格に関連して必要となる最低限知っていてほしい知識をお話します。

1. 7. 労働

内田正子さん（東京労働安全衛生センター理事・事務局）

労働トラブルは生活の不安につながる深刻な問題です。多くの労働相談の解決には、会社との話し合いや役所への申立てが必要です。しかし、外国人労働者は権利を主張する上でのことば、法律知識、在留資格の別など、いくつもの困難を抱えています。対応例を解説しながら、問題解決のため、必要な支援につなげることの大切さについてお話しします。

1. 8. 年金・相続

新倉久乃さん（カラバオの会運営委員・ケースワーカー、和光大学非常勤講師）

だれでも、失業したり定年になって仕事ができない時があります。たとえ年をとっても安心して暮らすために、年金制度や相続について学びます。まだ、年齢の若い人も年金の知識があると、将来どこに住むことになっても生活の助けになります。長く日本人配偶者として暮らした方のために、日本の相続について説明します。

1. 9. 技能実習・特定技能

早崎直美さん（移住連運営委員・RINK事務局長）

技能実習・特定技能の制度について、おおまかなしくみを説明し、よくある相談事例を紹介します。いくつかの相談事例をあげながら、問題を解決するためにどうすればいいのか、相談に対応するときに注意することや、知っておいていただきたいことなどをお話ししていきます。

1. 10. 子ども・若者（教育・進路保障）

高橋徹さん(元・神奈川県立高校教員・移住連運営委員・多文化共生教育ネットワークかながわ副理事長)

外国につながる子どもに、学校に行けていない子がいます。日本は「外国人は義務教育の対象ではない」というのはまちがっています。日本では、すべてのこどもたちが学校に行けます。子どもの進路に影響を与える、ビザ（在留資格）のお話をします。学校での「いじめ」や差別を乗り越え、ルーツに自信を持って生きる方法を考えます。

1. 11. DV・母子

杉戸ひろ子さん（移住連運営委員・そうみー移民女性自立の会（SEWMi））

移民女性が抱える困難の中で、もっとも多いものがＤＶです。ＤＶは命に危険がおよぶこともあり、慎重な対応が必要です。ＤＶ女性とその子どもたちの相談を受けるときの心得とノウハウについて説明し、その母子がまわりから孤立しないよう、どこと連携してどのような支援が必要かを中心にお話します。

1. 12. 刑事事件・退去強制手続・在留特別許可

浦城知子さん（弁護士（東京弁護士会　外国人の権利に関する委員会））

事件を起こしてしまった後の、捜査や刑事裁判の流れについて説明し、本人の権利を守るために何ができるかを紹介します。刑事事件の手続が終わった後は、入管で退去強制手続が始まる場合があるので、その場合の流れや、監理措置、在留特別許可を申請する手続についてもお話します。

1. 13. 難民

新島彩子さん（難民支援協会支援事業部マネージャー）

難民への支援に必要な基本的な知識、情報を説明します。

母国で人権侵害を受け日本に逃れてきた難民の方々は、日本でも様々な困難にぶつかります。このような難民を支援する際に、注意した方がよいポイントも説明します。

また、講義の中では、セルフワークショップを通じ、難民の気持ちを想像していただきます。

English version

Even if migrants and refugees in Japan face difficulties, many of them cannot ask for help. For example, some people cannot complete the necessary paperwork at government offices, others have no idea about the status of residents.

These people need supporters who make sure “why they are in trouble” and take them to the appropriate administrative agencies such as the Immigration Bureau, municipal offices and so on (people call the activity “accompanying support”).

If you participate in our skill development programme, you will learn about the necessary supports for migrants and refugees in Japan. This programme consists of video lectures and a workshop. We will give you the certificate on completion when you complete our programme.

１．Plain Japanese and Community Social Work
Ms. MIYUKI KADO (Part-time lecturer of Rikkyo University)
You will learn the important points why we need “Plain Japanese” when you give advice to people with foreign roots and support them. Ms. Kado talks about various “barriers” foreign residents experience in their residential area and the background of those barriers. Let’s think how important it is that we have to have the idea of ”community” in mind to support foreign people to live comfortably in their residential area by introducing some cases.

２．The Basis of Casework

Ms. NORIKO MURAMATSU (Spanish interpreter and advisor・Certified Social Worker・MEDINT Representative)
Ms. Muramatsu introduces you the advisory techniques how to do accompanied support. With the techniques, people who need help can think and decide by themselves to move forward. We will help them to solve their problems, so that they can take good care of themselves and be content with their life. By solving the problems, we try to make our society with no one behind.

3．The Basis of the System of the Status of Residence

Mr. CHO SHOYOKU (Certified Administrative Procedures Legal Specialist, Multicultural Coexistence Centre Tokyo・Auditor, SMJ・Member of the Board of Directors)
The status of residence is mandatory to live in Japan for foreigners, and its knowledge is fundamental to give them advice. In the lecture, Mr. Chou talks about types of the status of residence, the fundamental knowledge of its procedure types, the way to search for required forms in order to solve their problems, and the way to connect to specialists and consulting counters by showing consulting cases.

４. Healthcare

Mr. TAKASHI SAWADA (The chief of Minatomachi Medical Center, SHARE=Services for the Health in Asian and African Regions Director)
Mr. Sawada talks about the fundamental knowledge on medical advices for people working at consulting counters taking care of foreign people.The lecture includes following contents such as how to receive medical treatment in Japan, the possible measure to overcome language barrier foreign people have at present, how to study medical fundamental knowledge, how to learn the basic knowledge to deal with medical system, medical expenses problems and so on.

６. Tax System

Mr. CHO SHOYOKU（Same lecturer for ”3. The Basis of the System of the Status of Residence”）

Foreign people living in Japan pay many types of taxes just like Japanese nations. There are many types of taxes and their system is complicated. If you don’t know anything about the tax system, you may have to pay more than you should. Moreover, the Immigration Bureau has recently tended to become stricter to check foreigners’ tax payment status to renew their visa status, change their status to permanent residence and so on. In this lecture, Mr. Chou talks about the very basic knowledge on the status of residence.

７. Labour

Ms. MASAKO UCHIDA (Tokyo Occupational Safety and Health Centre Director・Secretariat)

Labour problems are serious matters because they cause instability of workers’ life. In order to solve many labour problems, we need to talk to the companies and make a claim to the government office. However, foreign workers have many difficulties to claim their rights, because of language barriers, lack of legal knowledge and different types of residential status and so on. Ms. Uchida talks about the importance of connecting to the appropriate support in order to solve their problems.

８. Pension・Inheritance

Ms. HISANO NIIKURA (Kalabaw-no-kai・Steering Committee Member・Caseworker, Wako university part-time lecturer)

Everybody can experience unemployment or retirement. You will learn the pension system and inheritance to live without worry when you get old. The knowledge about the pension system helps young people to live in peace wherever they live in future. Ms Niikura talks about Japanese pension system for the spouses of Japanese nationals having lived in Japan for long time.

９. Technical Intern Training Program・Specified Skilled Worker System

Ms. NAOMI HAYASAKI（SMJ・steering committee member, RINK Executive Director）

Ms. Hayasaki talks about how the Technical Intern Training Program and Specified skilled workers system generally work in Japan, and she introduces frequent consultation cases. She instructs what you can do to solve the problems, what you should be aware of when you give advice with some consultation cases and so on.

10. Children・Young People (Education・Career Support)

Mr. TORU TAKAHASHI (Former Kanagawa Prefectural Senior High-School teacher, SMJ・steering committee member, Multicultural Coexistence Education Network Kanagawa, ME-net Vice Director)

Some children with foreign roots cannot go to school. Japanese government says ”Foreign children are not eligible for receiving compulsory education”, but it is wrong. In Japan, every child has right to go to school. Mr. Takahashi talks about Visa (the status of residence) affecting children’s further education. Let’s think how children can live with confidence about their roots by overcoming hardships such as “bullying” and racial discriminations at school.

11. DV・Mothers and Children

Ms. HIROKO SUGITO (SMJ・steering committee member, Sisterhood of Empowered Women Migrants (SEWMi))
DV is the most common difficulty for migrant women. A careful approach is required because DV can be life-threatening. Ms. Sugito explains the knowledge how to give advices to DV victimised women and their children. And, she mainly talks about what kind of supports they need and which organisations we work together to help them.

12. Criminal Cases・Deportation Procedures・Special Permission to Stay

Ms. TOMOKO URAKI (Lawyer [Tokyo Bar Association Committee on the Rights of Foreigners])

Ms Uraki explains the procedures of police investigations and criminal trials, and introduces what we can do to protect the criminals’ right, if foreigners commit a crime. After finishing the trial procedure, deportation procedures can be started.She talks about what happens after that and how to apply for the supervision measures and the special permission for residence.

13. Refugees

Also, she gives you some ideas to think how refugees feel through the self- workshop.
