民間による伴走支援・緊急支援

移民・難民が直面する課題は、ことばの壁や外国人に対する差別に加え、労働、医療・福祉、家族、在留資格などが絡み合った複合的な性格をもちます。そのため公的機関の窓口対応だけでは解決されず、民間による伴走支援が不可欠です。

地域で実施されている伴走支援を円滑にすすめるために必要な費用や緊急支援、専門的なアドバイスを提供します。

「伴走支援を日々行っているが、すべてボランティア。交通費などを負担するのは大変...」

「生活に困っている仮放免者がいる。家賃や食費を支援できないか」

「在留資格の問題などが絡み、複雑。どうやったら解決できるのかわからない」

「母語で相談したい外国人がいる」

「遠くに住んでいる友人が困っているが、現地まで支援に行くことができない」

「相談を受けている外国人から、労働問題について相談をされた。詳しい人と連携して聞き取りや支援ができないか」

SNSを活用したオンライン相談会

オンラインやSNSを活用しながら各地域拠点をつないだオンライン相談会を開催します。相談会を通じてどのような地域からの相談にも応じ、さらにその場で解決できない相談に関しては、支援ネットワークを活用した伴走支援へとつなげていきます。

また、複合的な課題への対応等について学ぶことを目的に、伴走者（支援者）にも相談会に参加いただけるようにします。

外国ルーツの支援者による支援

（外国ルーツの支援者に対しては研修を実施します）

ＤＶ被害者、シングルマザー、服役経験者、セクシャル・マイノリティ、在留資格を喪失した者等、深刻な精神的ストレスや孤立を経験している移民・難民は、日本人による物質的・制度的支援だけでなく、文化的・社会的背景を共有する外国ルーツの支援者を通じた支援を必要としています。

本事業では、外国ルーツの支援者が中心的な役割を担う体制をつくることにより、課題に直面し孤立する移民・難民へのアウトリーチと、多様性が担保された支援を提供します。

伴走支援申請

⚫️申請条件

・2023年7月10日～2026年2月28日の期間に実施した伴走支援である。

・伴走ネットに登録済かつ支援経験のある方もしくは支援経験はないが伴走支援講座基礎編アンケート回答済の方。

・個人での申請である。

・支援実施後、１ヶ月以内の申請である。

　例）2023年7月30日に実施した伴走支援→2023年8月30日までに申請

・伴走支援を１時間以上実施したもの

・１人の支援対象者（相談者）につき、申請３回まで。

・１回の申請につき、伴走者２名まで。

Accompanying Support

and Emergency Support

⚫️The challenges faced by migrants and refugees are multifaceted: language barriers, discrimination, and issues related to employment, healthcare, welfare, family, and residency status.

⚫️Public institutions alone cannot solve these challenges; accompanying support plays an essential role.

⚫️We will provide funding, emergency support, and specialized advice for accompanying support provided in various regional bases.

"We provide accompanying support on a daily basis, but it's all done on a voluntary basis. It's challenging to bear the expenses such as transportation costs..."

"There are people with provisional release struggling with their livelihoods. Is it possible to provide support for rent and food expenses?"

"I have a friend who is in trouble but I cannot go to their location to provide support due to the distance."

"I wonder if I could seek advice and provide support in cooperation with specialists in labor issues"

Online Consultation Sessions

⚫️Hosting online consultation sessions connecting various regional bases through online platforms and social media.

⚫️Addressing inquiries from various regions and connecting those requiring further assistance to accompanying support through the network.

⚫️Encouraging supporters to participate in the consultation sessions to enhance their understanding of how to address complex issues.

Supporters with Foreign Backgrounds

(We'll provide training for supporters with foreign backgrounds)

⚫️Not only material and institutional assistance, support provided from supporters with foreign backgrounds, who share cultural and social backgrounds, is required for migrants and refugees experiencing severe psychological stress and isolation (such as domestic violence victims, single mothers, former inmates, sexual minorities, and those who lost residency status)

⚫️The project aims to establish a system where supporters with foreign backgrounds play a central role.

⚫️The goal is to reach out to migrants and refugees facing challenges and isolated from support, and to provide inclusive support that embraces diversity.

"I can speak Vietnamese, but I wonder if there's any way to utilize it for someone in need."

"Our organization has some supporters with foreign backgrounds, but we cannot afford to provide training for them."

Individuals who are capable of responsibly providing accompanying support or individuals who are interested in accompanying support and wish to receive such support.

③Submission of Memorandum[覚書] (Stamped) and Notification of Payment Receiving Account [謝金受取口座届出書] (by mail)

We will send two copies of the "Memorandum" and the "Notification of Payment Receiving Account" by MAIL.

⚫️Application Criteria

　⚫️Accompanying support provided between July 10, 2023, and February 28, 2026.

　⚫️Individuals who are already registered to "Bansou Net" and have previous support experiences, or individuals who have completed the questionnaires for the "Bansou-Shien" Course.

　⚫️Applications must be submitted by the individual.

　⚫️Application must be submitted within 1 month after providing the support.

           Ex) Support provided on July 30, 2023→ Application due is August 30, 2023.

　⚫️Provided support for at least 1 hour.

　⚫️Up to 3 applications per support recipient (consultant).

　⚫️Up to 2 supporters per application.

⚫️Application Process
