2026年5月29日、在留資格（ビザ）の変更、在留期間（ビザの期間）の更新、永住許可の手数料を高くする法律が国会で決まりました。

しかし、実際の手数料の金額は、まだ決まっていません。これから日本政府が決めます。

そのため、日本政府は、どれくらいの金額にするかを提案しています。そして、いろいろな人の意見を集めてから、実際の手数料の金額を決めます。

なぜ手数料を高くするのか、また、どれくらいの金額にする予定なのかについて、日本政府がホームページで説明しています。

くわしいことは、下のページを読んでください。やさしい日本語で読むことができます。

みなさんも、日本政府の提案について、自分の言語（14か国語）で意見を送ることができます。 名前を書かなくても、意見を送ることができます。手数料を高くすることについて、みなさんの意見を送ってください。

意見は、8月2日（日）までに送ってください。

私には夫と、子どもが３人います。ビザの更新をするときに５人分の手数料がかかります。５人分の手数料を払うと生活が苦しくなります。手数料を上げないでください。

（例２）

外国人も、日本人と同じように税金を払っています。働いて、日本の経済を支えています。日本人と同じように、物価が高くなったことの影響も受けています。 それなのに、外国人だけに大きな負担を求めることは、公平ではありません。このような不公平な制度に強く反対します。日本で働いている外国人の声をしっかり聞いてください。

私は日本で生まれ、日本で育ちました。しかし、外国籍なので、在留資格（ビザ）の手数料を払い続けなければなりません。

自分が生まれ育った国で暮らすために、手数料を払わなければならないのは、おかしいと思います。

しかも、その手数料がさらに高くなることには、強く反対します。

• （１）政府は、なぜ手数料を高くすると説明しているか

日本で暮らす外国人が増えたため、在留手続きや外国人への支援をもっと充実させる必要があると政府は説明しています。

そのため、在留資格の変更、在留期間の更新、永住許可の手数料を高くするとしています。

• （２）手数料はいくらになるか

政府は、2026年10月から、手数料を大きく高くすることを提案しています。

在留資格を変えるとき、在留期間を長くするとき、永住許可を受けるときの手数料は、次のようになります。

• ●オンラインで申請すると、窓口で申請するより3,000円〜10,000円安くなります。
• ●生活に困っている人などは、手数料が安くなる、または払わなくてよい場合があるとされています。しかし、必ず安くなるとは限りません。入管が判断します。

• （３）政府は、集めた手数料を何に使うと説明しているか

政府は、集めた手数料を、入管の手続きを便利にすることや、外国人への情報提供・相談体制をよくすることなどに使うと説明しています。

一方で、「不法滞在者ゼロプラン」など、外国人への管理を強める取り組みにも使うとしています。

 

• （４）移住連の意見

私たち移住連は、手数料を大きく高くすることに反対しています。

 

在留資格は、外国人が日本で暮らすために、とても大切なものです。
在留資格がなければ、日本で安心して働くことも、家族と生活することも難しくなります。

その大切な手続きの手数料を、急に何倍も高くすることは、外国人やその家族の生活に大きな影響を与えます。

 

特に、次のような人たちには大きな負担になります。

① 家族の人数が多く、家族全員の手数料を払わなければならない人

② 在留期間が短く、何度も更新しなければならない人

③ 日本で長く暮らしている人や、日本で生まれ育った子ども

④ 難民、難民申請者、本国に帰ることが難しい人

⑤ 生活が苦しく、今でも手数料を払うことが大変な人

 

政府は、外国人への支援をよくするために手数料を高くすると説明しています。

 

しかし、共生社会は、外国人だけのためではありません。日本で暮らすすべての人のためのものです。
その費用を外国人だけに大きく負担させることは、公平ではありません。

 

また、政府は、なぜここまで高い手数料が必要なのか、十分に説明していません。

生活に困っている人などは、手数料が安くなる、または払わなくてよい場合があるとされています。

 

しかし、誰が対象になるのか、まだ十分にはっきりしていません。

 

私たちは、政府に対して、次のことを求めています。

• ●手数料を大きく高くしないこと
• ●生活に困っている人、家族、子ども、難民申請者などに大きな負担をかけないこと
• ●外国人当事者や支援者の意見をよく聞くこと

 

On May 29, 2026, the Japanese Diet passed a law that will allow the government to increase the fees for:

• ●Changing a residence status (visa category)
• ●Extending a period of stay (visa renewal)
• ●Obtaining permanent residence

However, the actual fee amounts have not yet been decided. The Japanese government will determine the final amounts later.

Before making a final decision, the government is collecting public comments on its proposed fee levels.

Examples of opinions

Example 1：

I have a husband and three children. When we renew our visas, we must pay fees for all five family members. If we must pay the fees for all five people, it will become difficult for us to make a living. Please do not increase the fees.

Example 2：

Foreign residents also pay taxes just like Japanese citizens. We work and support Japan’s economy. We are also affected by rising prices, just like Japanese people. It is unfair to place such a large burden only on foreign residents. I strongly oppose this unfair system. Please listen carefully to the voices of foreign workers living in Japan.

Example 3：

I was born and raised in Japan. However, because I have a foreign nationality, I must continue paying visa-related fees. I believe it is unreasonable to have to pay fees in order to live in the country where I was born and grew up. I strongly oppose increasing these fees even further.

Why are the fees being increased?

The government says that the number of foreign residents in Japan has increased and that immigration procedures and support services need to be expanded.

How much will the fees be?

The government has proposed a significant increase (below) starting in October 2026.

●Applications submitted online would be 3,000–10,000 yen cheaper than applications submitted at immigration offices.

●People facing financial hardship may receive a reduction or exemption, but this is not guaranteed. Immigration authorities will decide each case individually.

How will the money be used?

The government says the revenue will be used to:

• ●Improve immigration procedures
• ●Provide information to foreign residents
• ●Strengthen consultation services

At the same time, the government also says it will use the funds for measures that strengthen immigration control, including the “Zero Illegal Overstayers Plan.”

 

The position of Solidarity Network with Migrants Japan (SMJ)

We oppose the large fee increase

SMJ position:

Residence status is essential for foreign residents to live in Japan. Without it, it becomes difficult to work, live with family, and maintain a stable life.

Raising these fees several times higher would have a serious impact on many people, especially:

• ●Families with multiple members who must all pay fees
• ●People with short residence periods who must renew frequently
• ●Long-term residents and children born and raised in Japan
• ●Refugees, asylum seekers, and people who cannot safely return to their home countries
• ●People who are already struggling financially

The government says the increase is necessary to improve support for foreign residents.

However, a multicultural and inclusive society benefits everyone in Japan, not only foreign residents. It is unfair to place the cost primarily on foreign residents.

In addition, the government has not sufficiently explained why such a large increase is necessary, and it remains unclear who will qualify for fee reductions or exemptions.

SMJ calls on the government to:

• ●Not impose a drastic fee increase
• ●Avoid placing excessive burdens on low-income people, families, children, and asylum seekers
• ●Listen carefully to the voices of foreign residents and support organizations
