Since December of 2005, together as the Japan Network towards Human Rights Legislation for Non-Japanese nationals and Ethnic Minorities, we: lawyers, NGOs, researchers strive for the material changes of [Elimination of racial discrimination], [Basic law for foreigners and ethnic minorities] and [Official institutions for human rights in Japan].

In June of 2016, as the first anti racial discrimination law to pass in Japan, the Hate Speech Eradication Law (Formal Name: The law relating to progressing towards elimination of unjust discriminatory actions and speech inside of Japan towards people who were born abroad in foreign countries) was passed. The government began its basis for dealing with these issues with a basis grounded in law. Even though this progress is just on a small local municipal governance level, the practice of making these types of regulation is progressing.

However, hate demonstrations, right wing actions, etc are still happening all over the country. This year in February there was even the incident of a group shooting guns at a Korean community center’s main office in Japan. The elimination of racial discrimination is still not an urgent or widespread movement or topic, to make it so we need as one strong foundation to come to an agreement on a system to eliminate racial discrimination and make sure it has a legal foundation as well.  

This year in August a meeting was held in Japan through the committee on the elimination of racial discrimination. As explained in the United Nation’s treaty on human rights, it can be distinctly seen that there is racial discrimination in Japan.

We, as we work to make it a reality that in Japan racial discrimination law is enforced, will have to take up many different matters that need to be addressed. However, for this year’s commemorative Symposium, we have decided to thoroughly discuss, debate and learn about the regulations relating to hate speech, and protection of human rights for foreigners from all countries. We are excited to welcome all participants.
